Overview
During this phase, MCRA will develop a recruitment plan with associated
timelines, determine competencies required for success in each position and gain
a deeper understanding of the current organization and desired future state.
Organizational charts, position descriptions, current staffing process will be
reviewed beforehand. Based on the results of the competency analysis, MCRA would
design a cost effective selection system. MCRA’S recommended approach would use
a funneling process that minimizes the time and resources needed to process
applicants. It will focus on measuring non-trainable competencies early on in
the process to allow you to focus final interview resources on those candidates
who have the greatest potential to contribute to the organization and the
achievement of its goals. The plan, competencies and design of the recruitment
process will be approved by you prior to beginning the recruiting
implementation.

Outcomes
The output of this process would be an implementation plan with timelines, a
prioritized list of key competencies (trainable and non-trainable) that will
then serve as the measurement targets for the screening process and a
recruitment process design.
